Prince Virgil of Philadelphia has grown increasingly concerned about the state of affairs in Baltimore. Bad enough the Princeship is in the hands of a sorcerer instead of a proper Ventrue ruler, but the authority of the Tower is eroding into next to nothing. Anarchs and Sabbat running wild and none of the Camarilla Inner Circle seem interested in moving to restore rightful authority. Still, steps can be taken, even without massive force.
So the Prince, under his own authority, took someone beneath notice, a nobody intern from a local mayoral campaign with potential and ambition, and Embraced him. Arthur Elyon. The purpose was to make him into a weapon, a tool who could move into Baltimore and work to build up support from the Camarilla within. Perhaps take the position of Prince, perhaps only create a power base for the rightful authority again.

Fresh out of College, Arthur had ambitions of high station, wielding power and authority and had the qualifications and education to back it up. Still, as his first job he's getting coffee and running shit errands for the paid interns who are getting coffee for the secretaries of the people who aren't the candidate. About as far from the throne as possible.
Then one day, a man comes to Arthur and offers him a real taste of power and the chance for more if he can take it. In exchange for undying loyalty of course. Arthur accepted. For the weeks after his embrace, his new patron (his "master") taught him how to be a Vampire of the Ventrue Clan, as well as the basic rules of Vampire society.
He couldn't stay for long, however, as too long in the Prince's court and accusations might be leveled about a Prince interfering in another's domain. So it's out he goes to Baltimore to begin his work, his only support a supply of funds and a ghoul called "Toad" to act as bodyguard and manservant...
